What a report can and cannot reach

✓ Suspend a rider approval

✓ Close a shop — its tag stays reserved

— Lower a shop in anyone's results

— Attach a mark or a strike to a shop

— Show anyone a report count

A shop is open or it is closed. There is no state in between for a number to accumulate in.
